Phone numbers are still one of the most widely used ways people and businesses stay connected, even with the rise of messaging apps and online services.
In this report, we look at how many phone numbers are in use globally, how mobile compares with landlines, and which countries have the highest totals based on the latest available data. Considering how many phone calls we make each day, it’s clear communication still plays a big role.
It’s worth noting that these figures don’t represent individual people. Many people and businesses use more than one number, whether that’s for work, travel or separate devices.
SellCell Key Findings:
There are 815 million fixed line subscriptions worldwide, based on the latest available World Bank data.
There are 9.17 billion mobile cellular subscriptions worldwide.
Combined, this brings the total number of active phone subscriptions to almost 10 billion.
Mobile subscriptions now outnumber fixed lines by more than 11 to 1.
The first assigned telephone number still in use is Pennsylvania 6-5000.
Note: This report uses fixed line and mobile subscription totals to estimate how many phone numbers are in use. These figures don’t represent individual people, as many people and businesses use more than one number.

In 2005, there were 1.24 billion fixed telephone line subscriptions worldwide. As each one has its own assigned number, this means that there were also 1.24 billion fixed line numbers that year.
Fixed line numbers peaked in 2006, when there were 1.26 billion numbers recorded in existence. By 2010, this figure had fallen to 1.23 billion.
By 2025, the number of fixed lines has reduced to 815 million, lower than it was in 2005. This reflects the long-term shift away from landlines as mobile phone usage has become more widespread.

Indonesia has a relatively small number of landlines or fixed line numbers. In 2005, it had 13.5 million numbers for fixed line phones.
This number increased to 40.9 million in 2010, before we see a significant decline in numbers.
In 2024 there are just 4.7 million fixed line numbers in Indonesia which is the lowest number of subscriptions since 2005.
Here are some of the most common questions about phone numbers.
Frequently Asked Questions
How many phone numbers are there in the world? There are around 9.99 billion active phone subscriptions worldwide as of 2025 — so there are now more active phone numbers than people globally, largely due to multi-device and multi-SIM usage.
How many mobile phone numbers are there? There are around 9.17 billion mobile subscriptions worldwide, accounting for the vast majority of active numbers. Growth has been driven by smartphone adoption and users having multiple SIMs or devices.
How many landline numbers are there? There are around 815 million fixed line subscriptions worldwide, down from over 1.2 billion in the mid-2000s as users continue to move to mobile.
Could we run out of phone numbers? In theory, yes — but numbering systems are expanded long before limits are reached, through new area codes and number recycling.
How many phone numbers can one person have? There isn’t really a strict limit. The fact that mobile subscriptions exceed the global population shows many people use multiple numbers.
Can you keep the same phone number? In many countries, yes. Number portability allows users to switch provider while keeping the same number, although inactive numbers may eventually be reassigned.
How many digits are in a phone number? This varies by country, but most phone numbers range between 7 and 15 digits depending on the numbering system used.
Final Thoughts
The shift to mobile is clear. Landlines are still in use, but most growth now comes from mobile subscriptions.
As more devices connect to mobile networks, the number of active phone numbers is likely to stay high.
